Nicotine Pouches

Tobacco-free nicotine pouches are legal in Italy, regulated (not banned) with excise duties and age limits. Sold through licensed tobacco retailers and authorised outlets overseen by the Agenzia delle Dogane e dei Monopoli (ADM). Private holding/use is legal. As of 1 January 2026, nicotine pouches are capped at 16.6 mg nicotine per pouch, and distance selling — including cross-border online orders shipped to consumers in Italy — is banned (Law 199/2025).
