Nicotine Pouches

Nicotine pouches (tobacco-free) are not approved for sale and cannot be imported even for personal use.
Cigarettes

Cigarettes legal 18+. Norway introduced plain packaging in 2017, the first country in the world to do so. Cross-border online orders are prohibited.

E-cigarettes legal for adults 18+. Regulated similarly to EU TPD. Nicotine max 20 mg/ml. Cross-border online orders from abroad prohibited.
